The cannabis industry in California is regulated and policed by multiple agencies. Under Proposition 64 in November 2016, the state legalized its cultivation, sale and recreational use for those over 21 years of age. Legitimate businesses must adhere to strict legal protocols and carry out rigorous processes. Despite this, they have to compete with illegal businesses, which do not pay permits and are usually opened and closed anywhere by organized crime.
